Programs express approved operating models; they do not bypass laboratory readiness.
A laboratory can configure its own Program or approve one introduced through the controlled health-company activation flow. In both cases, catalog alignment, serviceability, mappings, collection, access and workflow rules are established deliberately with the laboratory.
